About College
On the pressing demands of the muslim intelligentia and the General mass of the locality the members of the general Committee of Soghra Waqf Estate , Bihar-sharif felt the necessity and desirability of etablishing a Muslim Minority college for imparting education to under graduate and post graduate level in Arts, Science, Commerce, Law, Technology, Medical Science, Education, Library Science and Journalism, under the direct management , Control and administration of Soghra Waqf Estate, Biharsharif.
Consequently, the Soghra Waqf Estate General Committee in its meeting held on 5th August, 1973 passed a resolution to establish a muslim minority College in the name of the trustee Bibi Soghra under article,29 and 30 of the Constitution of India and Constituted a Governing Body to Start the College and donated eight acres of land to the College at Biharsharif and deposited the inspection-fee of the College as well as the security money
of rupees Seventy Thousand and thirty thousand respectively for the affiliation of the College.
Prof. Shafi Ahmad, the Vice-president of Soghra Wakf Estate was made the Convenor of the College to organise the institution on the premises of Soghra High School.
Shri S. Owais Alam, Headmaster, Soghra School was made Prof.-in-charge of the College.
The Constitution drafting Committee was given the task to draft a Constitution in the light of article 29 & 30 of the Constitution of India under which religious and linguistic minorities have been given the right to establish manage Control and administer their institutions.
